A fair draw does not mean the result is unpredictable; it means every participant has the same chance of being selected. These are different. When several people draw in turn, it feels as though drawing first is better. In fact, as long as drawn lots are not revealed, the order does not change the odds. The first person and the last person have the same chance. A miss by an earlier person raises the odds for later ones, but the chance that the earlier person wins is part of the same calculation.
With few horizontal rungs, destinations skew by starting position. Drawing enough rungs, spread evenly, makes the odds similar from any start. Drawn by hand, rungs clustered on one side produce a matching skew, which is why having several people each add rungs is a common practice.
